You'll have to amass a lot of money by stealing, robbing, or killing all the neighbors and locals that get in your way, ultimately giving you more power to confront the gang that's kidnapped your brother.
Once the local neighborhood knows who's in charge, you'll have to do the same thing with the rest of the city, bringing businesses under your control and recruiting supporters to your cause.
Rival gangs will prowl through your territory like they own the place, so you'll have to take up arms and get rid of all of them you find in your area.
When things get tough, you can kidnap your enemies for ransom, avoiding the police and ambushing the most notorious gangsters in Los Angeles.
Every step you take is just another thing you have to do if you want to rescue your brother, and you'll have to tread carefully if you want to put together enough money to finish the operation.
